The market

Supplying protective clothing to Bangladesh

Bangladesh combines very large industrial workforces with one of the shortest sailings from Mumbai of any export market, at five to eight days to Chattogram. The readymade garment sector alone employs millions across thousands of factories, operating under a factory safety compliance regime that has tightened considerably over the past decade. Alongside it sit the Chattogram shipbreaking yards, a major power generation build-out and a sustained infrastructure programme. Sanctum Work Wear manufactures in Mumbai and supplies across all of them.

Two things make this market work for an Indian manufacturer. Under the South Asian Free Trade Area, a SAFTA certificate of origin entitles the consignment to preferential duty, and the short transit keeps freight cost low even on part loads. Bangladesh is genuinely price-sensitive, but the volumes are large enough that thin margins on high quantities can work better than the reverse. Payment is normally structured through a letter of credit, which is standard practice locally.

Compliance

Importing PPE into Bangladesh

Import registration is completed by your Bangladesh-registered consignee. We supply the manufacturer-side documentation that registration depends on.

Preferential duty
Under the South Asian Free Trade Area, a SAFTA certificate of origin issued in India entitles the consignment to preferential duty rates. We issue SAFTA certification on request.
Payment
Imports are normally structured through an irrevocable letter of credit opened by the Bangladeshi buyer, which is standard local practice rather than a sign of caution on our part.
Importer registration
The consignee must hold a valid Import Registration Certificate issued by the Chief Controller of Imports and Exports.
Standards
Standards published by the Bangladesh Standards and Testing Institution apply, with the buyer or compliance auditor naming the applicable specification.
Documents we issue
Commercial invoice, packing list, certificate of origin (including SAFTA where applicable), ISO 9001:2015 certificate, EN ISO 11612 and EN ISO 11611 fabric certificates, and mill test reports.

Certification

Quality system
ISO 9001:2015, covering the Mumbai manufacturing operation.
Flame retardant fabric
Our flame retardant garments are made from fabrics certified to EN ISO 11612 (clothing to protect against heat and flame) and EN ISO 11611 (clothing for welding and allied processes). Certification is held at fabric level. Fabric certificates and mill test reports for the lot used on your order are supplied with the consignment.
Certificates on request
Copies of the ISO 9001:2015 certificate and the applicable fabric certificates are issued with quotations and accompany every consignment.
Matching certification to your tender: flame retardant requirements are written differently by every client, and the fabric construction that satisfies one specification will not always satisfy another. Send us the relevant clause from your tender or HSE standard with your enquiry and we will confirm in writing which of our certified fabrics can be supplied against it, and exactly which certificates and test reports will accompany the goods.
Demand

Industries we supply in Bangladesh

Thousands of factories concentrated around Dhaka, Gazipur, Narayanganj and Chattogram, operating under a factory safety compliance regime. Demand is for work shirts, aprons, gloves, masks and eye protection at very high unit volumes rather than heavy coveralls.

Shipbreaking

The yards along the Sitakunda coast north of Chattogram, among the most hazardous industrial environments anywhere. Cutting work, falling steel and oil residue drive demand for durable coveralls, helmets, heavy boots, gloves and face protection.

Power generation

Coal, gas and nuclear generation projects at Payra, Matarbari and Rooppur, with large construction workforces requiring hi-vis coveralls, helmets and safety footwear, and FR clothing for plant work.

Steel and cement

Re-rolling mills and cement plants, radiant heat and dust duty favouring heat-resistant footwear, durable coveralls and eye protection.

Infrastructure

Bridge, tunnel, metro and road programmes, driving high volumes of standard hi-vis workwear.

Fertiliser and chemicals

Ammonia, urea and chemical plants, where chemical splash and hydrocarbon exposure make FR and chemical-resistant clothing appropriate.

Questions

Bangladesh workwear supply: common questions

Do you supply PPE for the shipbreaking yards at Chattogram?

Yes, and it is a sector where the protective equipment genuinely matters. Cutting work, falling steel and oil residue make it one of the most hazardous industrial environments anywhere, and the requirement is for durable coveralls, helmets, heavy-duty boots, gloves and face protection rather than lightweight garments. Tell us the yard headcount and we will quote a specification built for the actual duty.

What duty saving does SAFTA give on Indian goods?

Under the South Asian Free Trade Area, a SAFTA certificate of origin issued in India entitles the consignment to preferential duty rates rather than the standard tariff. The exact rate depends on the HS code and the current schedule, so your clearing agent should confirm it. We issue SAFTA certification on request, and combined with the short sailing from Mumbai it puts Indian supply in a strong landed cost position.

How quickly can you deliver to Chattogram?

Sea freight from Nhava Sheva to Chattogram typically runs five to eight days in transit, among the shortest of any export market we serve. Mongla is six to nine. For smaller and more frequent consignments the Petrapole-Benapole land route is also viable. The short transit means Bangladeshi buyers can reorder frequently rather than holding large stock.

What do garment factories typically buy, as opposed to heavy industry?

Very different things, and it is worth being precise. Garment factory compliance demand is largely for work shirts, aprons, gloves, dust masks and eye protection at high unit volumes, not heavy coveralls. Heavy industry, shipbreaking and power projects want durable coveralls, helmets and steel toe footwear. We will quote each properly rather than offering one garment across both.

Do you require a letter of credit?

Imports into Bangladesh are normally structured through an irrevocable letter of credit opened by the buyer, which is standard local practice and how most trade in the market is financed. It is not a reflection on any individual buyer. Terms can be reviewed once a trading history is established.
